"new use cases" seems a little vague to me. Does this mean that libraries should come up with new use cases (i.e. beyond the ones that we've gathered), and base new services on them?

Is it the capabilities of LD that we want to emphasize?
Design and test enhanced user services based on Linked Data capabilities
Or the user-oriented nature?
Design and test enhanced user services based on user needs
