Short answer: no. Longer answer: cygri and I have talked a bit about
having such a thing where packages are checked against various
criteria for group membership and then automatically added. The
requirement for this seems to span several different projects (LOD
Cloud, LOD2, LLD, ukgov) so it's definitely on the TODO list.

LOD is a bit of a catchall for just about anything that's linked and
open. LOD Cloud requires bigger datasets that are substantially linked
to others in the cloud in addition to being dereferencable and somehow
obtainable in bulk.
