(editorial) the "inline using data URI" example doesn't seem to be syntactically correct

Hi Speech XG,

The example tagged "inline using data URI" seems to be wrong:

1. The example uses \r and \n, but there is no \r or \n escaping in
either HTML or URI.
2. The content type should be "application/srgs-xml" if I am not too
confused.
3. The prose says this is using base64 but it's not.

(meta comment: It would be nice if this huge document employs a Bugzilla
product. That way, people not following the list can simply follow a bug.)
