RE: R26. There should exist a high quality default speech recognition visual user interface.

I agree that it would be good if we can avoid addressing what the user interface to speech recognition control should look like or how it should be operated. But, as you say, it would be reasonable for the eventual spec to define what features the UA must provide, although I don't think we want to get into the specifics of that now. 
I think the intent of your proposed rewording is reasonable, but it seems a little indirect. Would something like this be clearer?
"User agents that include a visual display must provide a default visual interface to control speech recognition. "
