The reason why I would like to leave regulation in the "optional" 
section for now is that it is important but non-trivial to do. Doing it 
well will need some very careful thinking, otherwise we would not 
reflect the scientific state of the art regarding the complexity of this 
phenomenon.

I think with the current list of 13 requirements we have more than 
enough on our plate for the very first draft. Let's get that rolling, 
then come back to the "optional" list, and one of the very first issues 
that deserve attention there is regulation.
