ISCRAM 2010

Hello Everyone,

I hope some of you will be in Seattle for ISCRAM 2010. If you are in Seattle, please let me know as I would like get together.

Sorry I have not been more visible over the past year. Many of you may recall that I am the Emergency Manager for the City of Tukwila, WA (suburban city to the South of Seattle, WA). There is a Dam, which was damaged in January, 2009, that provides flood control for the Green River which flows through Tukwila and other highly developed cities in South King County, WA. We avoided flooding this past flood season (October-March) due to a strong el Nino weather pattern, but we appear to be headed to a 2010-2011 flood season that will most likely create significant flooding through the region. The estimated impact of a single flood could displace 20,000-30,000 residents and could cause over $7 Billion in property damage (up to $32 Billion in economic impact). The threat of flooding will continue for the next 3-7 years until the US Army Corps of Engineers are able to permanently repair the structure. I have been leading the planning efforts for Response and Recovery to potential floods.

I truly enjoyed working with all of you and regret that I had to drop-out of the development of the EIIF due to commitments to the Green River Valley. I continue to work on a variety of research projects with the US Department of Homeland Security Science and Technology Advance Research Projects Agency, US Army Corps of Engineers, Engineering Research and Development Center, the Argonne National Laboratory, Sandia National Laboratory, and the US National Research Council. I hope we can work on other projects in the future.

Regards,
Hillman S. Mitchell
