I am following this line of thinking to devise a base methodology for the
proposed approach, and define further the task - I think we need to see
absolutely crystal clear as to what needs to be done to come up with the
appropriate methodological suggestion.
I am pretty sure there are established (read experimental) ways of
identifying the semantic gap, while for the pragmatic gap we are at the very
beginning of the curve.

I dont see what I would call a gap there, (a gap would be perhaps mroe like
identify who is NOT doing what where' , but maybe you can better suggest a
method for what you mean

does the list that we already have on the wiki not satisfy that already?

okay, so 'interoperability gap' = interoperability requirements -
interoperability standards (assuming linearity)

then we need a list of these, and possbly some ranking (of what systems are
more in use)

ok

I think the semantic gap and pragmatic gaps are part of an interop gap , and
that's as far as I can stretch my scope of work in the near future

I ll be happy to assit you or others with the reminder of the task, as I do
not feel it is in my immediate feel of competence/study enough

will produce a few paragraphs to address the issue as discussed so far, and
await further instructions on how to proceed for the rest

i am hoping to recruit a few more people to assist with the voabulary
definition part of the job
