W3C Incubator Group Final Reports

There was some question of what a W3C Incubator Group Final Report
might look like.  You can see examples at

The one I had seen before is the Geospatial Vocabulary and Geospatial
Ontologies
one published last year (23 October 2007) with main authors - Joshua
Lieberman, Raj Singh, Chris Goad
