ACTION-2198: Propose text for selecting items from a nested bind

I propose that in section "12.2.2 References to Elements within a bind
Element", we change the following text:

> Otherwise, the IDREF resolution produced a null search result.

to:

> Otherwise, the IDREF resolution produces all the bind objects identified.
For sources that require only one object, and therefore one item,
the first-item rule applies.

Note that this applies to the `bind()` function as well, since it behaves
"as if using the bind attribute". [1]
