An action-error has context info:

error-type string One of the following: expression-error,
binding-error, script-error, script-language-error, other-error.

For an IDREF attribute that fails to identify a (suitable) element, what
should the value be? Is it a binding-error, or should we invent a new
value. such as idref-error?
