As the recommendation defines that a 'topological sort is performed on the vertices of the pertinent dependency subgraph, resulting in an order of evaluation in which each vertex is evaluated only after those vertices on which it depends and before all vertices which depend on it' then document order of binds is irrelevant and therefore redundant as you say.
