ISSUE-243: Pre-consent to software installation not implemented [wsc-xit]

http://www.w3.org/2006/WSC/track/issues/243

Raised by: Thomas Roessler
On product: wsc-xit

User pre-consent to software installation is not implemented. Proposed, to
*drop* the following text:

"User agents MAY provide mechanisms for users to pre-consent to a class of
software installations. User agents SHOULD inform the user when web
content is installing software outside of the agent environment that is
covered by a pre-consent."
