ISSUE-242: Change introduction sentences in 6.4.2 and 6.4.3 into context,
not conformance [wsc-xit]

http://www.w3.org/2006/WSC/track/issues/242

Raised by: Thomas Roessler
On product: wsc-xit

Sections 6.4.2 and 6.4.3 outline the intended use of warning/caution
messages and danger messages in MUST-style conformance clauses. Since
these sections describe techniques referred to in conformance language
elsewhere in the document, these clauses are redundant.

Proposed: To change these phrases into a description of "intended use."
