LC-2382: Don't favor https

Tracked in ISSUE-245; we resolved on 2010-03-31 to remove the 
requirement for an HTTPS URI from this note. Ian objects here:

The comment assumes a different meaning for "modal" than the WG.  We 
resolved on 2010-03-31 to not change the text, but explain in our reply 
to this comment.
