ACTION-601: Review wsc-ui concerning requirements

The current editor's draft has the following about the relationship of  
the work product to the requirements document:

That's a little too opaque for my taste, in particular when looking  
through sections 9 and 10 of the use case note:

I'd expect that the transition call to CR will involve questions about  
how the wsc-ui document relates to these sections, and we'd better  
have more than one sentence in the Overview section as an answer to  
that.
