Instructions from organizations on security context information

This could either be a use case (Betty sees potentially conflicting 
information) or problems with status quo (inconsistent use of security 
indicators across reputable and trustworthy sites). Could you work with 
Tyler to figure out which and get it in the Note?

Sorry for the delay, I added it to the wiki a few weeks ago and forgot to 
notify the list.
