ACTION-102: Switch order of 8.2.3 and 8.2.4

Currently, section 8.2.3 is about favicon and 8.2.4 is about the
padlock. The padlock text makes reference to the favicon. The favicon
text does not make reference to the padlock. The current ordering of
favicon before padlock therefore seems best to me. Can anyone remember
why we wanted to switch the order? The minutes from the Jan 30 f2f
meeting don't reveal the reason.
