ACTION-60 - a subsectin on browsers/UAs covered

This action has been hanging out there a long time, and it doesn't look 
like Mike's getting to it any time soon. While I would really like to have 
such a section, I don't think the lack of it is holding us up. Mike and 
all, should I just give up and close out this action, or do we need it?
