On product: Use Cases / Scenarios / Assumptions

I'd suggest "Web Security Context: Scope, Use Cases and Requirements", but would
be happy for somebody else to step forward with a catchier title.  Just "Web
Security Context" is too narrow and too broad at the same time.

Also, we need to start thinking about the shortname under which this is expected
to go into the TR directory.
