ACTION-81

So ACTION-81 requires me to:

"Follow up on the use case"

There is no additional context, other than a pointer to the minutes. The
minutes of the corresponding telecon seem to indicate that I didn't
understand what people were talking about and so was assigned an ACTION.
I still don't understand, so am "following up" by asking that whoever
cares should submit a finished use case for inclusion in the Note.
