Proposed Recommendation: Identity indicator in chrome

Hi there,

I've added another proposed recommendation to the wiki, available here:

This proposes that we recommend a element in user agent chrome which  
provides always-accessible identity information, independent of the  
"padlock" symbol for encryption status.
