Good point. I believe that that issue is at the core of "safe staging". 
Asking the user, as someone recently pointed out (Mike?), means they'll 
turn it off, because it interrupts their workflow. Making the security 
context visible to the user doesn't force them to interrupt their work 
flow before they know and can see what's going on.
