Hi all,

This looks like a neat idea but our visceral reaction to this proposal
is that it seems rather complex and expansive.

More technically though we wonder how this may affect other things
like "element" level annotations. We are not sure if "element" in XML
schema can be extended by a modelReference element. We looked at the
definition of  "element" at the following URL:

http://www.w3.org/TR/xmlschema-1/#cElement_Declarations

<element
  ................
  type = QName
  {any attributes with non-schema namespace . . .}>
  Content: (annotation?, ((simpleType | complexType)?, (unique | key |
keyref)*))
</element>

While it says that any attributes can be added to "element", it is
restricted in what can be a child element (Content).
