Spec updated, and new issue on WSDL 1.1 operation annotations

Hello all,

The spec now contains the resolutions to issue 22 on WSDL 1.1 (but
operation annotation question still open) and issue 23 on interface
extensions, as well as an updated semantics definition based on 18 July
2006 WG call.

I think we need a specific issue on how to apply annotations to operations
in WSDL 1.1 since its schema does not allow extension attributes on the
operation element.  I thought an updated schema for WSDL 1.1 was made
available that corrected this, but I cannot find it, and the tools I tested
with do not allow extensions attributes in this location.  We may need to
introduce a modelReference element or apply the attribute to the WSDL input
or output elements under operation.
