identifiers or references

- vague editorial thoughts -- no wording proposals -

Section 2.1 SAWSDL Model Reference [MR] is consistent about describing
model references in accordance with their name. However, I feel that
text like
[[
The value of the attribute is a list of one or more URIs, separated by
blanks, that reference concepts in a semantic model.
]]
implies that one must de-reference the references in order to make
use of them. To say it "identifies" concepts in a semantic model
facilitates off-line use, URN-identifiers, and in general, the
programs that can use the terms without consuming a machine-readable
form of the term
.
