Actually, not being able to update an animal would mean we couldn't test 
transfer/frag so I don't like that aspect :-)

I'm not sure why we restrict it so that we can't modify a tag/animal (does 
the doc say this?), but I think an event for a new animal is a good 
addition.

Right now, none of the attributes we associate with an animal can change 
except for its location. How about an event that signals that another tag 
has been brought online (i.e. an animal has been added)?

scenarios along with an auto-generated Notification WSDL for SOAP 1.1.
