I also assume that the namespace URI values ripples through other values, 
such as Action URIs as well? For example, the URI for the unwrapped 
delivery format type is 
"http://www.w3.org/2011/01/ws-evt/DeliveryFormats/Unwrap"?

To be clear - the namespace URIs of the WS-Eventing, WS-MEX etc. remain 
http://www.w3.org/2002/ws/ra/edcopies/... ?
