WS-T/Frag primer

First pass at the ws-t/frag primer:

Mainly hit on ws-t stuff - ws-frag is next and then examples.  I did cover 
some generic WS*/WSRA topics that kind of made me think that it would be 
good to combine these primers into one so that these topics are visible to 
everyone and not just ws-t/frag users.  But we can discuss.
