issue 9569: concrete proposal

Attached is a concrete proposal for issue 9569 
<http://www.w3.org/Bugs/Public/show_bug.cgi?id=9569>, 'Transfer: 
"Security Considerations" sections vague and misleading'. It contains a 
source ODT file and a PDF of the proposal. As with similar proposals, 
the supplied text is complete replacement for Section 7 of the current 
WS-Transfer spec.
