issue 9567: concrete proposal

Attached is a concrete proposal for issue 9567 
<http://www.w3.org/Bugs/Public/show_bug.cgi?id=9567>, 'Eventing: 
"Security Considerations" sections vague and misleading'. It contains a 
source ODT file (w/changes tracked from previous proposal), a clean PDF 
of the proposal, and a PDF with changes visible.
