Issue 6721: Attaching Policy to Implicit Operations - draft proposal using policy attachments

Here is a draft suggested solution for attaching policy to implicit 
operations for discussion in the group.   This solution uses policy 
attachment syntax and uses the enum spec policy (6402) as a base (although 
the issue relates to all specs).
