Re: 7207 AI progress

Ram - the reason I pick the word "feature" is because sometimes the 
optional XML in question is an attribute and using the word "element" 
could be misleading.  I'm ok with a word other than "feature", but I'm not 
sure "element" is the right one.

I had an action item to review the concreted changes for resolving  
http://www.w3.org/Bugs/Public/show_bug.cgi?id=7207. 
 
The comments below apply to all the specifications (Enum, Eventing, MEX, 
Transfer, and Frag). In the Compliance section of those specifications:
Ø  For any message defined by this specification, any OPTIONAL feature in 
the message MAY be used by the sender of the message, however receivers of 
those messages MUST support those OPTIONAL features unless other behavior 
is explicitly defined by this specification.
Change to :
Ø  For any message defined by this specification, any OPTIONAL feature 
elements in the message MAY be used by the senders of the message, however 
receivers of those messages MUST understand those OPTIONAL features 
elements, unless other behavior is explicitly defined by this 
specification.
