Bugzilla status and keywords

The Resolution field is used as follows:
empty - Issues not resolved
Fixed - proposal accepted but not incorporated into ED text
WontFix - Close with no action, dropped
Remind - Text incorporated into ED but not reviewed by WG
Closed - incorporated text reviewed by WG and accepted

Keywords:
needsReview - discussion appropriate may result in assignment of  
action item
needsAction - action opened and needs to be completed before issue can  
be further discussed
hasProposal - proposal for potential resolution is available and issue  
is ripe for discussion
