update of dates

All,
  to make future updates easier I've updated all of the specs to have the 
same date: Feb 17, 2009.
Also, for those who are bored you can look at the 'extra files' associated 
with each spec by look in the appropriate sub dir (e.g. 
http://www.w3.org/2002/ws/ra/edcopies/ws-enu/  for the ws-enu files ).
