RE: 6411: proposal

Hi Doug,

Isn't it sufficient to just have the getMetadatafactory operation (section 6.2 in the proposal) that exposes a separate endpoints to manage the metadata via Transfer operations?

It is not clear to me why we need section 6.3 in the proposal since it should be possible to use the returned metadata resource endpoint as any Transfer resource and be able to manipulate the target resource.
