New Diff Page to compare drafts

Since it may be useful to Editors and others to compare current  
Editor's drafts to reference materials, I put together a diff page[1]
which compared the current editors' drafts to each of the respective  
FPWDs
It also allows html pages at two URIs that you specify to be compared
the comparison is done using the W3C HTML diff facility
