[Bug 11697] New: All: What fault do we return for syntax errors?

http://www.w3.org/Bugs/Public/show_bug.cgi?id=11697

Summary: All: What fault do we return for syntax errors?
           Product: WS-Resource Access
           Version: PR
          Platform: PC
        OS/Version: Windows XP
            Status: NEW
          Severity: normal
          Priority: P2
         Component: All
        AssignedTo: public-ws-resource-access-notifications@w3.org
        ReportedBy: dug@us.ibm.com
         QAContact: public-ws-resource-access-notifications@w3.org

In Transfer.Put() the <Representation> element is required when the
Dialect attribute is missing. However, its not clear to me what
fault should be returned when it is missing. This isn't a Transfer
specific issue since I think this would apply to all specs.
For example, what if there's a typo in wse:Expires's child?

It seems like there should be some generic "syntax error" fault
some place for these cases.
