issues in namespaces definition

Hi Dug,

In ws-fra/Modes, Add.html is mising
In ws-mex, GetMetadata/Request and Response are missing, same for
    PutMetadata and DeleteMetadata.

For wsevd, there are links to
http://www.wstf.org/eventtypes/oceanwatch
and
http://www.wstf.org/eventtypes/oceanwatch#WindReportEvent
Both ends up in a 404, so you might want to update those, or move to 
http://www.example.com/wtf/eventtypes/... O:-)

In ws-evt, DeliveryModes seems unneeded, should it be removed ?

(It came out while working on  ACTION-174 which is handled by tracker in 
another ML...)
