ws-enum done

WS-Enum is done.   http://www.w3.org/2002/ws/ra/edcopies/

its not that bad once you know the small subset of elements to use.

When we're done we need to make sure that the section orders are the same 
- I noticed that RT and Enum don't match - I'm sure there are other things 
we need to look for.
