  For issue 9676 [1], the WG discussed this issues yesterday and tried to 
address it by making the changes to Section 9 of the WS-Eventing spec 
mentioned in comment #1 of the issue.  Please review the latest version of 
the spec [2] to see if these edits satisfy your concerns.
