Suggest a change to the 3rd bullet in section 3.6

Rationale:
Policy-aware clients may also need to retrieve policies, not just tools.

WS-Policy - Attachment REC has normative references to UDDI (an OASIS
standard).  Attachment REC makes non-normative reference to
WS-MEX.  Either or both protocols may be used in retrieval of policy.

UDDI is considered a "registry", not a "repository".  Perhaps UDDI
can be considered a "catalog", but usually the term "registry" is used.
