resolutions to 4204 and 4207

The issue resolutions agreed at the face to face for issues 4204 [1] and 
4207 [2] are as follows:

Framework (4204)

In section 2.3 change:
A normative XML Schema [XML Schema Structures, XML Schema Datatypes] 
document
can be obtained by dereferencing the XML namespace URI.

To:

A normative XML Schema [XML Schema Structures, XML Schema Datatypes] 
document can be obtained indirectly by dereferencing the namespace 
document at the WS-Policy 1.5 namespace URI.
