First, issues 3791 and 3792 are tightly related. Agree that the guidelines should be in one document. Umit mentioned that she is preparing a proposal (for the WG) to move and or fold in contents from Section 4 (Primer) into the Guidelines document. We suggest recording a WG action for preparing a proposal to process issue 3792.
