New bugzilla bug for issue on distinguishing assertions from parameters entered

I have entered a Bugzilla bug [1] for the thread regarding the issue  
I raised on the mail list, "Require assertions to be distinguished  
from parameter elements" and have included all comments in the thread.

I added a final comment indicating that I believe we are agreed that  
all assertions must be children of wsp:Policy, and all parameters  
must be children of assertions.

Before closing this issue I believe we should clarify this in the  
Framework and primer.
