we should only consider the latest red-line proposal for 3459

The issue is that it can be unclear how to distinguish parameters  
from assertions, and that an assertion expression must be the child  
of an assertion to enable nested assertions.

The red-line text is an update to the model section of the framework,  
where this basic concept should be clearly explained as part of the  
basic model. The red-line is an attempt to do that.

I think we are in basic agreement, thank you for the corrections  
noted below.
