I took an action to open an issue to address the first item in David Hull's
message.

David said,

Elsewhere it says that <All/> represents alternatives, not policies, and there
is certainly a distinction between an empty policy and an empty alternative.  

Should the first sentence read " ... a policy alternative with zero policy
assertions"?

Proposal

In Section 4.3.3 [1], replace the sentence "<wsp:All /> expresses a policy with
zero policy assertions" with "<wsp:All /> expresses a policy alternative with
zero policy assertions".
