RE: WS-Policy - Editors' Timeline

240 is not done.  I started doing it, and ran into about 7 editorial
issues that I asked for clarification from Maryann on.    There was a
bunch of formatting in what the WG approved that I wasn't sure how to
translate into xmlspec.

Guidelines clean and diff copies generated
