Generate acknowledgements

Here is some guidance on how to generate acknowledgements:

- download http://www.w3.org/2000/09/dbwg/details?group=39293 to
ackcurrent.xml (new file in CVS)
- download http://www.w3.org/2000/09/dbwg/details?group=39293&former=1
to ackold.xml (new file in CVS)
- run the new ant task updateAcks .

Note that http://www.w3.org/2000/09/dbwg/details?group=39293&former=1
does not contain information about the organization the former
participant worked for. If you want this to be explicit in the draft, it
has to be added manually.
