Revised issue 4041 proposal

Attached is revised proposal for issue 4041, incorporating  
suggestions from Prasad and Maryann, with a subsequent editorial  
clean up. (Maryann I re-ordered and edited a little what you had to  
fit the flow).

I propose we share this draft with the work group today as completion  
of the editors action.
