issue 4041

I think we got pretty clear direction on today's call to get the  
draft proposal for 4041 out to the list today if possible.

I propose I send out my draft with the edits from Prasad and Maryann,  
I'll take the action to edit it and send out the proposal.

Since this is a proposal it can have additional changes made based on  
comment, both from editors and working group.

I'd like to have this on the editors call agenda today, to determine  
that a majority of editors agree.
